7 Bollée, Ernest-Sylvain
[br]b. 19 July 1814 Clefmont (Haute-Marne), Franced. 11 September 1891 Le Mans, France[br]French inventor of the rotor-stator wind engine and founder of the Bollée manufacturing industry.[br]Ernest-Sylvain Bollée was the founder of an extensive dynasty of bellfounders based in Le Mans and in Orléans. He and his three sons, Amédée (1844–1917), Ernest-Sylvain fils (1846–1917) and Auguste (1847-?), were involved in work and patents on steam-and petrol-driven cars, on wind engines and on hydraulic rams. The presence of the Bollées' car industry in Le Mans was a factor in the establishment of the car races that are held there.In 1868 Ernest-Sylvain Bollée père took out a patent for a wind engine, which at that time was well established in America and in England. In both these countries, variable-shuttered as well as fixed-blade wind engines were in production and patented, but the Ernest-Sylvain Bollée patent was for a type of wind engine that had not been seen before and is more akin to the water-driven turbine of the Jonval type, with its basic principle being parallel to the "rotor" and "stator". The wind drives through a fixed ring of blades on to a rotating ring that has a slightly greater number of blades. The blades of the fixed ring are curved in the opposite direction to those on the rotating blades and thus the air is directed onto the latter, causing it to rotate at a considerable speed: this is the "rotor". For greater efficiency a cuff of sheet iron can be attached to the "stator", giving a tunnel effect and driving more air at the "rotor". The head of this wind engine is turned to the wind by means of a wind-driven vane mounted in front of the blades. The wind vane adjusts the wind angle to enable the wind engine to run at a constant speed.The fact that this wind engine was invented by the owner of a brass foundry, with all the gear trains between the wind vane and the head of the tower being of the highest-quality brass and, therefore, small in scale, lay behind its success. Also, it was of prefabricated construction, so that fixed lengths of cast-iron pillar were delivered, complete with twelve treads of cast-iron staircase fixed to the outside and wrought-iron stays. The drive from the wind engine was taken down the inside of the pillar to pumps at ground level.Whilst the wind engines were being built for wealthy owners or communes, the work of the foundry continued. The three sons joined the family firm as partners and produced several steam-driven vehicles. These vehicles were the work of Amédée père and were l'Obéissante (1873); the Autobus (1880–3), of which some were built in Berlin under licence; the tram Bollée-Dalifol (1876); and the private car La Mancelle (1878). Another important line, in parallel with the pumping mechanism required for the wind engines, was the development of hydraulic rams, following the Montgolfier patent. In accordance with French practice, the firm was split three ways when Ernest-Sylvain Bollée père died. Amédée père inherited the car side of the business, but it is due to Amédée fils (1867– 1926) that the principal developments in car manufacture came into being. He developed the petrol-driven car after the impetus given by his grandfather, his father and his uncle Ernest-Sylvain fils. In 1887 he designed a four-stroke single-cylinder engine, although he also used engines designed by others such as Peugeot. He produced two luxurious saloon cars before putting Torpilleur on the road in 1898; this car competed in the Tour de France in 1899. Whilst designing other cars, Amédée's son Léon (1870–1913) developed the Voiturette, in 1896, and then began general manufacture of small cars on factory lines. The firm ceased work after a merger with the English firm of Morris in 1926. Auguste inherited the Eolienne or wind-engine side of the business; however, attracted to the artistic life, he sold out to Ernest Lebert in 1898 and settled in the Paris of the Impressionists. Lebert developed the wind-engine business and retained the basic "stator-rotor" form with a conventional lattice tower. He remained in Le Mans, carrying on the business of the manufacture of wind engines, pumps and hydraulic machinery, describing himself as a "Civil Engineer".The hydraulic-ram business fell to Ernest-Sylvain fils and continued to thrive from a solid base of design and production. SUBJECT AREA: Horology[br]b. 9 August 1847 Maria Rain, Germanyd. 21 October 1912 Munich, Germany[br]German engineer who invented the precision clock that bears his name.[br]Riefler's father was a scientific-instrument maker and clockmaker who in 1841 had founded the firm of Clemens Riefler to make mathematical instruments. After graduating in engineering from the University of Munich Sigmund worked as a surveyor, but when his father died in 1876 he and his brothers ran the family firm. Sigmund was responsible for technical development and in this capacity he designed a new system of drawing-instruments which established the reputation of the firm. He also worked to improve the performance of the precision clock, and in 1889 he was granted a patent for a new form of escapement. This escapement succeeded in reducing the interference of the clock mechanism with the free swinging of the pendulum by impulsing the pendulum through its suspension strip. It proved to be the greatest advance in precision timekeeping since the introduction of the dead-beat escapement about two hundred years earlier. When the firm of Clemens Riefler began to produce clocks with this escapement in 1890, they replaced clocks with Graham's dead-beat escapement as the standard regulator for use in observatories and other applications where the highest precision was required. In 1901 a movement was fitted with electrical rewind and was encapsulated in an airtight case, at low pressure, so that the timekeeping was not affected by changes in barometric pressure. This became the standard practice for precision clocks. Although the accuracy of the Riefler clock was later surpassed by the Shortt free-pendulum clock and the quartz clock, it remained in production until 1965, by which time over six hundred instruments had been made.[br]Principal Honours and DistinctionsFranklin Institute John Scott Medal 1894. "Soft dollaring" has got to be one of the most misunderstood and controversial practices in the money management business. The very term "soft dollars" suggests something shady and conjures up images of money exchanging hands in dark alleyways. Among laymen, soft dollars may be confused with "soft money" political contributions. There is a thin connection between "soft dollars" and "soft money." Since brokerage firms are not subject to the same rules pertaining to political contributions as municipal underwriting firms, large "soft money" contributions from owners of brokerage firms do find their way into politicians' coffers more easily than contributions from underwriters. However, it is important to not confuse the two terms.So what is "soft dollaring?" Soft dollaring is the practice whereby money managers use client brokerage commissions to purchase investment research. When a manager pays for products or services with his own money, directly from the research provider, this is referred to as "hard dollars." Payment with client commissions, financed through a brokerage firm, is referred to as "soft dollars." Through soft dollar arrangements money managers are permitted to shift an expense related to the management of assets they would otherwise have to bear, onto their clients. The amount of this research expense the money management industry transfers onto its clients is in the billions annually. As a result, any analysis of the economics of the money management industry should include the effects of soft dollaring; however, we are unaware of any that has. In the institutional marketplace, strange as it may seem, it is possible for a money manager to profit more from soft dollars than from the negotiated asset management fee he receives.The general rule under the federal and state securities laws is that a fiduciary, the money manager, cannot use client assets for his own benefit or the benefit of other clients. To simplify matters greatly, soft dollaring is a legally prescribed exception to this rule. Congress, the SEC and other regulators have agreed that as long as the research purchased assists the manager in making investment decisions, the clients benefit and its legally acceptable. A tremendous amount of strained analysis has gone into the precise policies and procedures that managers must follow in purchasing research with client commission dollars. Over the years a distinction has been made between "proprietary" research or in-house research distributed to brokerage customers without a price tag attached and "independent third-party" research or research written by a third party and sold to managers at a stated price. Third party research has been most frequently criticized because its cost is separately stated and the benefit to managers most obvious. In this latter case, a breach of fiduciary duty seems most glaring. However, it is well known that proprietary research, offered for "free, " is produced to stimulate sales of dealer inventory. So presumably this research lacks credibility and is less beneficial to clients. There have been distinctions drawn between products and services, such as computers, which are "mixed-use, " i.e., which may serve dual purposes, providing both research and administrative uses. An adviser must make a reasonable allocation of the cost of the product according to its uses, the SEC has said. Some portion must be paid for with "hard" dollars and the other with "soft." There are several articles in our Library of Articles that describe soft dollar practices, rule changes and our proposal to Chairman Levitt to reform the soft dollar business.The issue that soft dollaring raises is: when is it acceptable for a manager to benefit from his client's commissions? For purposes of this article we would like to introduce a new and more useful perspective for pensions in their analysis of soft dollars or any other brokerage issue. That is, all brokerage commissions controlled by managers, benefit managers in some way. Brokerage decision-making by managers rarely, if ever, is simply based upon what firm can execute the trade at the best price. Brokerage is a commodity. Almost all brokerage firms offer reasonably competent, "best execution" services. If they didn't, they'd get sued and soon be out of business. Most savvy brokerage marketers don't even try to differentiate their firms with long-winded explanations about best-execution capabilities. Best execution is a given and impossible to prove. SUBJECT AREA: Paper and printing[br]b. 13 May 1844 Little Falls, New York, USAd. 15 July 1932 Plainfield, New Jersey, USA[br]American typefounder, cutter and designer, inventor of the automatic punch-cutting machine.[br]Benton spent his childhood in Milwaukee and La Crosse, where he early showed a talent for mechanical invention. His father was a lawyer with an interest in newspapers and who acquired the Milwaukee Daily News. Benton became familiar with typesetting equipment in his father's newspaper office. He learned the printer's trade at another newspaper office, at La Crosse, and later worked as bookkeeper at a type foundry in Milwaukee. When that failed in 1873, Benton acquired the plant, and when he was joined by R.V.Waldo the firm became Benton, Waldo \& Co. Benton began learning and improving type-cutting practice. He first devised unit-width or "self-spacing" type which became popular with compositors, saving, it was reckoned, 20 per cent of their time. Meanwhile, Benton worked on a punch-cutting machine to speed up the process of cutting letters in the steel punches from which matrices or moulds were formed to enable type to be cast from molten metal. His first mechanical punch-cutter worked successfully in 1884. The third machine, patented in 1885, was the model that revolutionized the typefounding operation. So far, punch-cutting had been done by hand, a rare and expensive skill that was insufficient to meet the demands of the new typesetting machines, the monotype of Lanston and the linotype of Merganthaler. These were threatened with failure until Benton saved the day with his automatic punch-cutter. Mechanizing punch-cutting and the forming of matrices made possible the typesetting revolution brought about by mono-and linotype.In 1892 Benton's firm merged with others to form the American Type Founders Company. Benton's equipment was moved to New York and he with it, to become a board member and Chief Technical Advisor. In 1894 he became Manager of the company's new plant for type manufacture in Jersey City. Benton steadily improved both machinery and processes, for which he was granted twenty patents. With his son Morris Fuller, he was also notable and prolific in the field of type design. [br]b. 11 March 1810 Derby, Englandd. 14 June 1874 Blackheath, London, England[br]English railway engineer, builder of Crystal Palace, London.[br]Fox was a pupil of John Ericsson, helped to build the locomotive Novelty, and drove it at the Rainhill Trials in 1829. He became a driver on the Liverpool \& Manchester Railway and then a pupil of Robert Stephenson, who appointed him an assistant engineer for construction of the southern part of the London \& Birmingham Railway, opened in 1837. He was probably responsible for the design of the early bow-string girder bridge which carried the railway over the Regent's Canal. He also invented turnouts with switch blades, i.e. "points". With Robert Stephenson he designed the light iron train sheds at Euston Station, a type of roof that was subsequently much used elsewhere. He then became a partner in Fox, Henderson \& Co., railway contractors and manufacturers of railway equipment and bridges. The firm built the Crystal Palace in London for the Great Exhibition of 1851: Fox did much of the detail design work personally and was subsequently knighted. It also built many station roofs, including that at Paddington. From 1857 Fox was in practice in London as a consulting engineer in partnership with his sons, Charles Douglas Fox and Francis Fox. Sir Charles Fox became an advocate of light and narrow-gauge railways, although he was opposed to break-of-gauge unless it was unavoidable.
